The act of discharging wastewater in excess of technical regulations on waste from 1.5 times to less than 03 times shall be punished as follows:
a) Fine from 1,000,000 VND to 5,000,000 VND in case of discharging less than 05 m³/day (24 hours) of wastewater;
b) Fine from 5,000,000 VND to 20,000,000 VND in case of discharging wastewater from 05 m³/day (24 hours) to less than 10 m³/day (24 hours);
c) Fine from 20,000,000 VND to 30,000,000 VND in case of discharging wastewater from 10 m³/day (24 hours) to less than 20 m³/day (24 hours);
d) Fine from 30,000,000 VND to 50,000,000 VND in case of discharging wastewater from 20 m³/day (24 hours) to less than 40 m³/day (24 hours);
d) Fine from 50,000,000 VND to 100,000,000 VND in case of discharging wastewater from 40 m³/day (24 hours) to less than 60 m³/day (24 hours);
e) Fine from 100,000,000 VND to 110,000,000 VND in case of discharging wastewater from 60 m³/day (24 hours) to less than 80 m³/day (24 hours);

c) Fine from 50,000,000 VND to 100,000,000 VND in case of discharging wastewater from 10 m³/day (24 hours) to less than 20 m³/day (24 hours);
d) Fine from 100,000,000 VND to 110,000,000 VND in case of discharging wastewater from 20 m³/day (24 hours) to less than 40 m³/day (24 hours);
d) Fine from 110,000,000 VND to 120,000,000 VND in case of discharging wastewater from 40 m³/day (24 hours) to less than 60 m³/day (24 hours);

a) Fine from 30,000,000 VND to 50,000,000 VND in case of discharging less than 05 m³/day (24 hours) of wastewater;
b) Fine from 50,000,000 VND to 100,000,000 VND in case of discharging wastewater from 05 m³/day (24 hours) to less than 10 m³/day (24 hours);
c) Fine from 100,000,000 VND to 110,000,000 VND in case of discharging wastewater from 10 m³/day (24 hours) to less than 20 m³/day (24 hours);
d) Fine from 110,000,000 VND to 120,000,000 VND in case of discharging wastewater from 20 m³/day (24 hours) to less than 40 m³/day (24 hours);
d) Fine from 120,000,000 VND to 130,000,000 VND in case of discharging wastewater from 40 m³/day (24 hours) to less than 60 m³/day (24 hours);
e) Fine from 130,000,000 VND to 140,000,000 VND in case of discharging wastewater from 60 m³/day (24 hours) to less than 80 m³/day (24 hours);

u) Fine from 650,000,000 VND to 700,000,000 VND in case of discharging wastewater from 3,500 m³/day (24 hours) to less than 4,000 m³/day (24 hours);
v) Fine from 700,000,000 VND to 750,000,000 VND in case of discharging wastewater from 4,000 m³/day (24 hours) to less than 4,500 m³/day (24 hours);
x) Fine from 750,000,000 VND to 850,000,000 VND in case of discharging wastewater from 4,500 m³/day (24 hours) to less than 5,000 m³/day (24 hours);
y) Fine from 850,000,000 VND to 950,000,000 VND in case of discharging wastewater volume of 5,000 m³/day (24 hours) or more.
7. Penalty increased by 10% of the highest selected fine for violations of regulations
Fine increased by 10% of the highest selected fine for violations specified in this Article for each environmental parameter exceeding technical regulations from 1.1 to less than 1.5 times; 20% for each environmental parameter exceeding technical regulations from 1.5 to less than 03 times; 30% for each environmental parameter exceeding technical regulations from 03 to less than 05 times; 40% for each information, the number of environments exceeding technical standards from 05 to less than 10 times; 50% for each environmental parameter exceeding technical regulations 10 times or more. The total fine for each violation shall not exceed 1,000,000,000 VND.
8. Additional sanctions
a) Suspension of activities causing environmental pollution of the facility from 03 months to 06 months for violations specified in points i, k, l, m, n, o, p, q, r, s , t and u clause 4, points h, i, k, l, m, n, o, p, q, r, s and t clause 5 and points g, h, i, k, l, m, n , o, p, q, r and s Clause 6 of this Article;
b) Suspend the operation of the establishment from 06 months to 12 months for violations specified in Points u, v, x and y Clause 4, Points u, u, v, x and y Clause 5 and Points t, u, u, v, x and y, Clause 6 of this Article.
9. Remedial measures
a) Forced to take measures to overcome environmental pollution and report the results of completing the remediation of violations within the time limit set by the person with sanctioning authority in the decision to sanction administrative violations. for the violations specified in this Article;
b) Forced to return illegal profits obtained from administrative violations for the violations specified in this Article;
c) Forced to pay for the cost of surveying, testing, measuring and analyzing environmental samples in case of violations of discharging waste in excess of environmental technical regulations or causing environmental pollution according to norms, Current unit prices for violations specified in this Article.
d) Forced to install automatic and continuous wastewater monitoring equipment and systems according to regulations within the time limit set by the person with sanctioning authority in the decision on sanctioning administrative violations for violations of regulations. prescribed in this Article but repeat or violate many times.
